Qianhai Launches Special Fund to Boost Professional Service Sector

Qianhai Authority released the Interim Measures for the Management of Special Fund for the Development of Professional Service Sector in Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone (hereinafter referred to as the "Interim Measures") on 13 May 2022 to boost the development of professional service sector in the region. Qualified enterprises and institutions may apply for subsidies from Qianhai Authority accordingly.

According to the Interim Measures, the eight categories of professional service enterprises or institutions as follows may apply for subsidies:
  1. accounting services
  2. assessment services
  3. consulting services
  4. engineering service
  5. cultural creativity services
  6. exhibition services
  7. human resources services
  8. intellectual property services

The applicant must meet the following basic conditions:
  1. The registered address, place of operation and tax payment shall be within the scope of the 120.56-square-kilometer new Qianhai area.
  2. The main business shall fall in the above-mentioned categories and the main business income shall account for more than 60% of the total income of last year.
  3. It was not listed as an entity with serious dishonest behaviors at the time of application.

The subsidies available mainly include:
  1. Newly established or newly relocated Hong Kong funded professional service institutions that meet the conditions may be given a one-time subsidy of RMB120,000.
  2. Taxation firms, accounting firms and professional institutions in the field of engineering and construction with Hong Kong or Macao professionals as founders or partners that meet the conditions may be given a one-time subsidy of RMB120,000.
  3. For major conferences and activities that are conducive to promoting Shenzhen-Hong Kong cooperation or international development in the field of professional service, organizers may be given a subsidy up to RMB2 million to cover 30% of the actual conference and activity costs.
  4. If a Qianhai-registered enterprise serves as the producer of a TV drama or a film co-produced by Hong Kong and mainland parties, when the TV drama or film is released and broadcast, the enterprise may be given a subsidy up to RMB3 million.
