Guide to Singapore S Pass Application

Summary

Singapore S Pass (“SP? is a type of work visa that is designed for mid-skilled technical staff who wish to work in Singapore. Candidates need to earn at least S$3,300 a month and have the relevant work experience.

You can apply for the Singapore SP if you are:
  • A locally incorporated Singapore company and need to hire an employee from overseas; or
  • You have an employment offer from a Singapore employer. In this case, your employer will make the SP application on your behalf.

  1. Eligibility Requirements

    The key facts and requirements for a SP application consists of the following:
    (1)
    The candidate must earn a fixed monthly salary of at least S$3,300 (all sector except financial services) and S$3,800 (financial services sector), with the salary requirement increasing progressively with age;
    (2)
    The number of SP holders a company can hire is limited by a quota. The company must also pay a monthly levy for these workers;
    (3)
    The company must buy and maintain medical insurance for the SP holders. The insurance coverage must be at least S$60,000 per year and cover inpatient care and day surgery;
    (4)
    Employer must buy a Primary Care Plan (“PCP? for SP holders who stay in dormitories that can accommodate 7 or more workers or SP holders who work in the construction, marine shipyard and process sectors. The cost of PCP ranges from S$108 to S$138 per SP holder per year.

  2. Documents Required for SP Application

    Client needs to provide the following documents and information to Kaizen by email for purpose of SP application:
    (1)
    Completed application form provided by Kaizen;
    (2)
    Copy of the personal particulars page of the applicant’s passport; and
    (3)
    Copy of the latest business profile for the Company.

    Additional Supporting Documents which may be required for SP Application

    After the Company has submitted the SP application, MOM may request the following additional supporting documents from the Company for assessment. Therefore, the Company may prepare them in advance and provide to us when the MOM requests the same:
    (1)
    Detailed job description to be performed by the applicant;
    (2)
    Employment contract between the applicant and the company, showing the breakdown of the applicant’s salary, including any portion paid by overseas employer (if any);
    (3)
    Tenancy agreement of the company’s Singapore office;
    (4)
    Bank statements, major contract secured with the client and major invoices issued to the clients, to prove that the company can sustain its business operations and pay salaries to the applicant for the next 12 months; and
    (5)
    Additional supporting documents may be required on as needed basis.

    Please note that the above documents have to be translated into English by the Certified Translator/Notary Public/respective Embassy if the originals are not in English.

  3. SP Application Procedure and Time Frame

    (1)
    The applicant provides the documents and information listed above to Kaizen.
    (2)
    Kaizen prepares SP application form and send to the applicant for approval.
    (3)
    Upon receipt of applicant’s confirmation, Kaizen will submit the SP application in 1 to 3 working days.
    (4)
    MOM will take around 3 to 5 weeks to process the SP application.
    (5)
    Once the SP application is approved by MOM, Kaizen will assist to arrange the appointment with Employment Pass Services Centre for applicant’s fingerprint and photo registration.
    (6)
    MOM will deliver the SP card to our Singapore Kaizen office in 4 to 5 working days, Kaizen will inform the applicant to collect it at our office.
